TS Govt move on BC Sub-Plan hits roadblock

Hyderabad: Telangana state government is unlikely to include BC Sub-Plan as promised in the 2018-19 annual budget to be presented during Assembly session in March, as it requires a legislation that has to be brought in on the lines of one that was enacted when SC and ST Sub-Plan was made as part of the state budget earlier.

While the Chief Minister already entrusted the BC Welfare and Finance department to study the possibility of introduction of the BC Sub-Plan from the next financial year, the Finance department has reportedly informed the Chief Minister’s Office the gigantic task involved and the difficulties that they are likely to face while preparing the BC Sub-Plan.

The officials said that preparation of the BC plan involves elaborate and time-consuming exercise as they would have to make allocations to BCs as castes listed under the BCs were more than 100 and whose population is more than half of the state's population.

Under the Sub-Plan, it is imperative that funds had to be allocated for BCs under every scheme in all the 50 departments for the welfare. On the lines of the funds allocated for road development and power supply schemes under SC and ST Sub-Plan, the government would have to show separate funds for BCs for every development work.

As the BCs constituted more than 50 per cent population in the state, every village will have to be covered under the BC Sub-Plan. Not only this, the government should verify the expenditure incurred under the proposed BC Sub-Plan regularly.

Once the BC Sub-Plan is introduced, the demand for the sub-plan for other communities will also come up and the government will be forced to earmark funds for every community. Since majority of the Muslims were also included in the BCs, the inclusion of minority budget in the BC Sub-Plan should also be addressed before taking a final decision. Sources said that the cabinet sub-committee already recommended the government to introduce BC Sub-Plan in the next budget.

As the time for the preparation of the sub-plan is very little, officials said that the government will confine to earmarking special allocations to certain communities like Most-Backward Class (MBC) communities and federations only.
