If the Centre has its way, Governor E S L Narasimhan is most likely to gain control over administration and policing in Hyderabad.
Responding to legal opinion sought by Governor ESL Narasimhan in the ongoing 'Cash for Vote' and phone tapping controversies, Attorney General Mukul Rohatgi is learnt to have conveyed to the Governor that he could monitor the investigation of both the issues.
According to the AG, Narasimhan, being the Governor of both the States, has special powers under Section 8 of the AP Reorganisation Act as both AP and Telangana have a common capital in Hyderabad. “As such, both AP and Telangana police have a jurisdiction in the city,” the AG clarified.
Under these circumstances, the Governor has all the powers to maintain law and order in Hyderabad.
"Hence, the Governor can summon the two State police chiefs and get them to report to him on these cases and he can monitor them," the AG opined.
However, sources said it was not a written legal opinion, but the AG conveyed his view to Narasimhan orally. The written order might follow shortly, sources said.
