14th Finance Commission treated Andhra Pradesh which is in doldrums post the Bifurcation on par with other developed States. Even Union Finance Minister Arun Jaitley asks States to be self-sufficient and not to rely on Centre. How big these two developments gonna cost Andhra Pradesh?

While States with developed capitals will have surplus budgets in a span of 5 years, AP without a capital City will continue to suffer with deficit budget. Can Narendra Modi claim it as equal justice or at least a step towards fulfilling all the promises given to AP as per AP Reorganisation Act?
