After getting the Andhra Pradesh Reorganisation Amendment Bill passed in the Lok Sabha on Tuesday, the government is preparing to make another amendment to the Act.
In all, 21 amendments will be made to the Act, which was passed during the UPA rule, to remove some of the anomalies.
The new amendment will give reprieve to the Rajya Sabha members who had been elected from the united Andhra Pradesh but were divided later between the two states after bifurcation. As the division was done by lottery, some MPs belonging to Telangana were allotted to AP and those wishing to represent AP were allotted to Telangana. The proposed new bill will benefit eight MPs, sources said.
Parliamentary affairs minister M Venkaiah Naidu held a meeting with officials of the law ministry to discuss the changes to be introduced. “The allotment of MPs was made by lottery as per law. So, a day after the bill was passed, lottery was conducted in the chamber of Rajya Sabha chairman Hamid Ansari,” the sources said.
The MPs have been pressing for the amendment as they find it very difficult to function due to sharp divisions on regional lines. Though most of these members of the Upper House will retire by 2018, Naidu is keen to usher in the new law in the next leg of the budget session to help them.
The AP Reorganisation Bill will need 21 amendments. “All these amendments cannot be made at one go as they pertain to different ministries like HRD, water, law and home. So it is only after consultations that the changes could be made,” the sources explained.
The bill passed on Tuesday sought to correct the loopholes in the Act. For setting up Legislative Council, it requires a third of the strength of the Assembly. Since AP Assembly has 175 members, the Act suggested a strength of 50 MLCs for the Council. The current amendment increased the number to 58. “The old bill was passed in a hurry as it was a very emotive issue. So many mistakes went undetected,” top sources said.
