HYDERABAD: The Chandrababu Naidu government has proposed the construction of about 15 buildings and complexes in the capital region of Andhra Pradesh in the first phase and has sought central funding for the same.
In a report, to be sent to the Centre, the state has said in the first phase of construction of the capital, it wants to build Raj Bhavan, CM's camp office-cum-residence, legislative assembly, legislative council, state secretariat complex, ministers' residences, a central government office complex, a high court complex, government guest houses, utility offices, security offices and a central command centre. And the AP government wants these high-rises to become operational by 2019. Detailed project reports (DPR) for the buildings are to be prepared within 45 days and sent to the Centre.
These structures will come up at a cost of Rs 20,000 crore, the state has said. The report has pegged the cost of construction of the secretariat at Rs 8,200 crore, assembly and council at Rs 1,125 crore, Raj Bhavan and CM camp office at Rs 90 crore, ministers quarters and government guest houses at Rs 110 crore and the security office and central command centre at Rs 55 crore.
The state has estimated that it would cost about Rs 120 crore for the high court complex, Rs 100 crore for the central government offices and Rs 70 crore for the utility buildings. Construction of roads and water supply infrastructure will cost over Rs 500 crore, while underground power cabling, drainage and drinking water lines for the capital city complex has been estimated to cost Rs 1,200 crore.
"The state secretariat will be a most modern structure and will comprise five blocks, each consisting of 10 to 15 floors. A helipad, security office and state-of-the-art parking facility will be provided. These structures will be eco-friendly and the design for the same is being developed by Singapore and Japanese companies," an official involved in the exercise told TOI. The legislative assembly and council complex is to have spacious conference halls, a library, speaker and chairman offices, waiting rooms, media and visitors' galleries, ministers' chambers and security offices.
The report on the capital construction was prepared by the state in response to the Centre's request for a detailed list of structures that will come up in the first phase, including the detailed project reports and the cost. The AP government wants the funds for the capital to be released in a phased manner. "We have submitted to the Union finance ministry that the release of funds should follow the submission of DPR of each building. They have agreed to this. We are expecting Rs 2,000 crore in the first year and Rs 5,000 crore in 2016. The Centre has assured us that the amount will be earmarked in the Union budget this year," said a senior official in the AP government.
Now, AP finance officials are busy preparing the DPRs for the buildings so that the funds for the first phase of the capital can be accounted for in the 2015-16 Union budget.
