CM drafts former IAS officer to grade ministers

Hyderabad: Chief Minister N Chandrababu Naidu, who is likely to reconstitute his Cabinet soon after the state government completes one year in office in June, has set up a committee which would be headed by a retired IAS officer to prepare performance appraisal of ministers.

This has resulted in an uneasy calm among the ministers. According to sources, every minister has to submit his or her daily performance report and a detailed monthly report to the CMO. In turn, the Special Chief Secretary Satish Chandra is understood to have been asked by the Chief Minister to scan the reports and then send them to the planning department.

It was in the planning department that the former officer would assess the performance of the ministers on the basis of their participation in government programmes, attendance and performance in giving responses to the questions during the assembly sessions, clearance of files and participation in the Janma Bhoomi programmes.

In addition to the above macro-level appraisal, the ministers would undergo a micro-level review of performance of their respective departments. This includes to what extent the ministers have an understanding about their subject and functional areas of the ministry.

Also, they would assess for how much proactive the ministers were on the basis of their trips to get the pending and assured funds released to the ministries concerned. Tours of ministers to districts, as part of their official itinerary and addressing the important public issues in their   constituencies as well as in other districts would also come under  of appraisal system. So far, Ch Ayyanna Pathrudu, Y Ramakrishnudu, Pethala Sujatha, S Raghava Rao, K E Krishna Murthy, N China Rajappa and D  Umamaheswara Rao have submitted their monthly performance reporters, the sources said.
