Finance Minister Yanamala Ramakrishnudu on Thursday presented First Budget of Andhra Pradesh after the bifurcation.
Insights: 14th Finance Commission treating Capital-less & Deficit Budget State AP on par with Other States is unfair when it comes to Central Grants.
Per Capital Income - Rs 90,517 for 2014-15 against Rs 81,397 in 2013-14.
Yanamala - "As per Finance Commission, Projected tax-GSDP (Gross State Domestic Product) ratio for AP and Telangana are 7.98 and 9.99 respectively. This Budget helps building the New State on sound lines and gives an assurance on rapid growth in the coming years".
Total Budget - Rs 1,13,049 crore (Rs 1,11,823 crore in 2014-15)
Planned Expenditure - Rs 34,412 crore
Non-Planned Expenditure - Rs 78,637 crore
Revenue Deficit - Rs 7,300 crore
Fiscal Deficit - Rs 17,584 crore
Andhra pradesh Finance Minister Yanamala Ramakrishnudu today presented the Budget 2015-16 in the Assembly. The following are the Highlights of the Budget 2015.
RS.4062 crore for National Marine Academy at Vijayawada and 300 acres Government land identified: FM
RS.770 Crore being sought from World Bank through Union Government for taking up Hudhud related works: Finance Minister.
Rs. 3,168 crore provision proposed for new State capital.
Rs. 8,212 crore provision proposed for Rural Development and an allocation of Rs. 3,296 crore for Panchayati Raj.
Rs. 5,728 crore allocation proposed for health, medical & family welfare and Rs. 14,962 crore provision proposed for School education.
Allocation of Rs. 46 crore proposed for handlooms & textiles, Rs. 897 crore for housing. and Rs. 2,459 crore for Civil Supplies.
Rs. 1,080 crore provision for Women & Child welfare. and Rs. 45 crore for welfare of the disabled and senior citizens.
Rs. 3,231 crore provision proposed for BC Welfare. and Rs. 379 crore for Minorities Welfare.
Rs. 2,123 crore provision proposed for social welfare. Rs. 993 crore provision proposed for Tribal Welfare.
Rs. 5,258 crore provision proposed for irrigation in Budget Estimates 2015-16.
Lift irrigation scheme taken up at Pattiseema of West Godavari to divert 80 TMC of flood water to River Godavari through ISRMC to River Krishna.
Sports will get Rs. 45 cr., while Vijayawada and Visakhapatnam METRO RAIL projects will get Rs. 300 cr
Polavaram will divert 80 TMC of Godavari waters to River Krishna and irrigate 7 lakh acres, supply 23.44 TMC for drinking and industrial needs of Visakhapatnam City and generate 960 MW hydel power.
Polavaram declared as national project and the first in India for interlinking of rivers.
Provisional estimates of per capita income at current prices for 2014-15 is Rs. 90,517 against Rs. 81,397 crore in 2013-14, a growth of 11.21 per cent.
Provisional estimates of GSDP at current prices for 2014-15 (Advanced Estimates) is put at Rs. 5,20,030 crore as against Rs. 4,64,183 crore, a growth of 12.03 per cent.
Allocation for health sector up from 3.92 per cent of total budget to 5.07 per cent.

Increase in capital budget layout is from Rs. 7,069 crore to Rs. 9,818 crore, up 38.88 per cent.

Increase in plan budget from Rs. 26,672 crore to Rs. 34,412 crore, up 29.02 per cent.
Total increase in size of budget is 1.1 per cent, up from Rs. 1,11,823 crore for 2014-15, to Rs. 1,13,048 crore.
Medical and health Department will get Rs.5728 crore
By 2019-20, the tax-GSDP ratio is expected to go up to 8.41 per cent, while for Telangana it is expected to touch 10.26 per cent.
Projected tax-GSDP ratio as per 14th Finance Commission for A.P. is 7.98 per cent against 9.99 per cent for Telangana in 2015-16.
Provisions in the AP Reorganisation Act, 2014 for development of AP signify only tokenism and may not compensate the loss of opportunity for the people due to the division.
AP FM recalls the unfortunate scenario which the present Government inherited and the manner in which it is compelled to deal with complexities and problems that the State is burdened with.
