Chandrababu fooling kapus over Reservation ?

The state Government has no right to extend reservations to the people of any caste. The support of the Central Government is very much necessary.

The Andhra pradesh Government has set up Manjunath Commission which would be submitting its report in 9 months.  The government authorities say that they are going to give reservations for the Kapus as Backward Classes after reviewing the report.  Do the state Government has such powers?
