Post-bifurcation, the State presented its first budget in November 2014 with an outlay of over Rs. 1.06 lakh crore. Expectations were high that the budget for 2015-16 would have more generous plan and non-plan allocations, more so after the 14th Finance Commission increased States’ share from the divisible pool of Central taxes from 32 per cent to 42 per cent.
