Telangana State has plans to achieve a Gross State Domestic Product (GSDP) growth rate of 15 per cent in the coming financial year by preparing the budget with a meticulous exercise to ensure that the State’s resources are effectively utilised to address the needs of people and fulfil their aspirations, said Governor E.S.L. Narasimhan.
Starting his address to the joint sitting of Telangana Legislature in Telugu here on Thursday, the Governor said that the session was on when the plans to realise the dreams of Telangana people were taking place. He said that his Government had completed 21 months of journey on a successful note exhibiting strength, resilience and commitment to attend to the needs of people.
The Governor entered the House at 10.55 a.m. and welcomed by Chief Minister K. Chandrasekhar Rao, Leader of the Opposition K. Jana Reddy and other members by standing at their respective seats. The Governor started his speech at 10.57 a.m. after the National Anthem was played and completed reading out the speech in English from the 24-page booklet exactly in 24 minutes.
Only two MLAs of Telugu Desam Party (TDP), its new Floor Leader A. Revanth Reddy and Sandra Venkata Veeraiah, were seen sitting together as some party members who switched over to the ruling Telangana Rashtra Samithi (TRS) including Errabelli Dayakar Rao were seen sitting in the treasury benches.
Historic agreement
Listing out various development and welfare programmes initiated by the State Government the Governor said: “The innovative policies and programmes formulated and implemented by my Government are attracting national and international attention. The inter-state issue of sharing the river Godavari water has been successfully resolved by my government by signing a historic agreement with Maharashtra”.
The pragmatic vision of his government was a model for other States to emulate, he noted. The Governor stated that the economy of the State was expected to grow at 11.7 per cent in 2015-16 as per the advance estimates of the GSDP as against the projected national growth rate of 8.6 per cent. The State’s GSDP was estimated to be Rs.5.83 lakh crore in 2015-16 at current prices.
Meagre agriculture growth
Although the agriculture and allied activities was likely to register a meagre growth of 0.8 per cent due to adverse seasonal conditions, industries and manufacturing sectors were likely to grow at 8.3 per cent and services sector at 14.9 per cent over the previous year. The per capita income was likely to increase to Rs.1,43,023 from Rs.1,29,182 in 2014-15, compared to the national per capita income of Rs.93,231.
Potable water
A total of 6,100 villages and 12 municipalities were targeted to be given treated water by December this year under Mission Bhageeratha and all arrangements were in place to supply nine hours of power to agriculture sector during day time and in single spell. The Governor concluded his address with a piece of advise to the members of Legislature to discharge their responsibilities in a spirit of mutual cooperation.
