As per 2011 census, in Telangana State, ST population constitute 9.1 percent to the total population of Telangana. Literacy rate among STs is 49.5, which is much lower than the State average of 66.5 percent.
Progress during 2015-16
Ashram Schools and Hostels:
There are 269 Ashram Schools with a strength of 76,686 students , 203 hostels with a strength of 45,918 students and 101 Post Metric hostels with borders strength of 24,616 are presently functioning in the state. 65.44% ST students passed in SSC Public Examinations held in March 2015
Telangana Gurukulam (TTWREI Society):
Under TTWREI Society, 91 institutions are functioning with the strength of 27780 students. (Boys 15,001, Girls 12,879).
Achievements:
79.05 % of students of TW Residential Schools passed in SSC Public Examinations held in March-2015 against State Average of 77.56%.
84.39% of students of TW Residential Junior Colleges passed in intermediate Public Examinations against State Average of 61.41%. The highest marks in I-MPC is 467/470,II MPC is 980/1000, I BPC is 428/440 and II BPC is 995/1000.
06 students got admissions in IITs 11 students selected for IIT preparatory course, 14 students got admission in NIT Colleges, 01 students got admission in MBBS, 04 students got admission in B.Sc, (AG) and 25 students got admission in Engineering in JNTU.
IIT Study Centre has been set up at Hyderabad to train the students to get admission into premium / National level institutions such as IITs, NITs, JIPMER and other medical institutions.
Pre-Matric Scholarships:
6179 students pursuing education in 64 Best Available Schools which includes 179 students of Hyderabad Public School at Begumpet and Ramanthapur
Under Rajiv Vidya Deewena, a programme conceived by Govt. of India to encourage classroom attendance among boarders studying IX and X classes, an amount of Rs.150 per month for 10 months and Rs.750 as Book Grant i.e. a total of Rs.2250 per annum is being sanctioned to Day Scholars. Similarly, an amount of Rs.300 per month for 10 months and 1500 as Book Grant i.e. a total of Rs.4500 per annum is being sanctioned to Hostellers.
On the same analogy, to prevent drop-out rate and improve classroom attendance among Day Scholars of classes V to VIII, the Telangana State Government is also providing a scholarship of Rs.150 per month for 10 months = Rs.1500 per annum (for girls) and Rs.100 for 10 months = Rs.1000 per annum (for boys). The target during the year 2015-16 is 1,93,560
Post Matric Scholarships:
Online sanction and disbursement of post-matric scholarships of Rs.132.24 Cr for 1.37 lakh students for the year. Registrations for the year 2015-16 are in progress.
Coaching for Admissions in Foreign Universities (New Scheme):
Coaching in TOEFL/IELTS/GRE/GMAT is being given to ST students to secure admission for pursuing higher professional studies in Foreign Universities. The target during 2015-16 is 100. So far 85 ST students are undergoing coaching.
Ambedkar Overseas Vidya Nidhi:
Under this Scheme, it is aimed to assist the bright poor ST students inclined to pursue Post Graduation and other professional courses abroad in reputed Foreign Universities – a financial assistance of Rs.10.00L with the incidental expense like VISA fee, one way Airfare etc. would be sanctioned. During the year 2015-16, an amount of Rs.500.00L is earmarked. So far, (24) ST students have been assisted.
Infrastructure Development
Tribal Welfare Engineering Wing has been created for the development of various infrastructural facilities i.e. road works, buildings, drinking water schemes etc. as identified from time to time in tribal areas/villages.
Under Educational infrastructure, providing facilities to 377 Ashram Schools Residential Schools Dormitories, Kitchen & Dining Halls, Toilet Blocks with an estimated cost of Rs.279.20 Cr and275 works have been completed. During the year 2014-15 & 2015-16, 102 works are in progress.
Infrastructure to 29 Ashram Schools converted from Hostels has been taken up at an estimated cost of Rs.29.00 Crores of which 24 are completed with Rs.1758.99 lakhs.
53 staff quarters in Ashram Schools were taken up at Rs.15.90 Cr.
108 Post Matric Hostels taken up at Rs.11200.00 lakhs – 65 are completed incurring Rs.6078.38 lakhs.
Additional infrastructure facilities to Ashram Schools and Hostels such as Additional dormitories and Dining & Kitchen etc. (108) works taken up with Rs.93.56 crores under NABARD (BIRS) programme. So far 84 works completed with Rs.5179.74 lakhs.
Additional facilities to TW Educational Institutions:
During 2015-16 it is proposed to provide additional facilities like Laboratories, Libraries with required infrastructure, equipment, books & magazines, LCD TVs with DTH connection, Digital Projectors, Solar Water Heaters, RO Water Plants, Dual Desks, Computers, Furniture, Mosquito Nets, Play Material, additional seats under BAS etc is being taken up with an outlay of Rs.200.00 Cr. In all Tribal Welfare Educational Institutions.
Education Schemes for Scheduled Caste (SCs)
As per 2011 census, Scheduled Castes constitute 15.45 percent of total State population. Literacy rate among SCs is 52.52%., which is lower than the State average of 66.5 percent.
Hostels:
• A total of 940 SC hostels (794 pre-metric + 146 college hostels) is maintained with a budget of Rs.395.37 Cr to support around 75,000 SC students. With the deployment of tutors and special care, a record 93.45 pass percentage in X class is achieved during 2014-15 in SC hostels.
• To improve the quality of stay in the hostels, the government started supplying super fine rice (Sanna biyyam) towards the diet of the boarders, and after 35 years of gap, the government commenced mess facilities in all SC college hostels, especially in Hyderabad and Ranga Reddy districts. Rs.127.50 Cr is allocated towards repairs and construction of new hostels during 2015-16. Biometric attendance has been introduced in 638 hostels to all the boarders and hostel staff to bring transparency and accountability in the functioning of the hostels.
Pre-Metric Scholarships for Students Belonging To SCs Studying Class V To VIII
To curb the high dropout rate among Scheduled Caste children studying in primary and secondary education level, it is proposed to provide Scholarship @ Rs. 100/- per month for boys and Rs.150/- for girls for (10) months, from classes V to VIII in Government Schools.
Pre-Matric Scholarships For IX & X Classes (Rajiv VidyaDeewana)
This is a Centrally Sponsored Scheme for SC students with 100% central assistance with the objective to support parents of SC children for an education of their wards studying in classes IX and X, so that the incidence of drop-out, especially in the transition period from the elementary to the secondary stage is minimized. Under the scheme, students studying in Govt. schools shall be made eligible for payment of Pre-Matric Scholarships. It is proposed to provide Scholarship @ Rs. 150/- per month for (10) months both for boys and girls from classes IX and X in Government Schools. In addition, an amount of Rs.750/- is provided as ad-hoc grant per annum.
Post Matric Scholarships:
Financial Assistance is extended to all eligible Post-Matric students belonging to the Scheduled Castes at all levels of education. These scholarship amounts include maintenance charges of the students and all non-refundable fees payable to the institution. The government of India reimburses the amounts incurred in a year over and above the committed liability i.e. amount spent by the State Government during the last year of the previous Five Year Plan.
The procedure for sanction of Scholarships is made online from the year 2008-09. Over the last four years, the system of sanction of Scholarships has been improvised by making it to totally online.
Ambedkar Overseas Nidhi Scholarships :
• In order to encourage SC students on par with other castes for higher studies in leading universities in other developed countries such as the USA, Telangana Government is implementing the above scheme.
• During 2015-16, a record number of 81 SC students have sanctioned Rs. 10.00 lakhs for Fall season alone compared to 42 students during 2013-14 in united AP and 66 students during 2014-15 in Telangana State.
• Another batch of around 80 -100 students will be selected and sent during ensuing Spring admission season (December – January).
Study Circles to coach SC students:
• In addition to the existing TG Study circle at Hyderabad, five other study circle branches are sanctioned during this year, at Karimnagar, Warangal, Nizamabad, Nalgonda and Mahabubnagar for giving pre-examination coaching for Group I & II, Staff Selection Commission, Bank and other exams. During the year 2015, 16 candidates have been selected for the preliminary examination of Civil Services from TG Study Circle, Hyderabad
Infrastructure Development in Hostels
Construction of Hostel Buildings:
During the year 2014-15, Govt. has accorded permission for construction of (149) College Hostel Buildings with a total estimated cost is Rs.67.56 Crs, out of which 85 buildings were grounded .
Construction of Integrated Welfare Hostel Complexes:
During the year 2014-15, 23 buildings were grounded, for the construction of Integrated Welfare Hostel Complexes.
Construction of Buildings for Hostels and Colleges in RIAD areas:
An amount of Rs. 0.82 Crores was spent during 2014-15 towards the construction of hostel buildings under RIAD. For completion of on-going works budget of Rs.4.75Crores is provided in 2015-16 BE.
